Set zero or negative hours for labor services

When users add or edit labor services in service requests, inspections, and work/repair orders they may not know work estimated time yet so they can save labor services with zero hours. Users can also save labor services with negative hours if they need to adjust the price according to their needs. Note that users can set zero or negative hours for labor services included in bundles and price matrices too.
